I found the article by Dr. Kenneth Kalkwarf entitled "How the Licensure Process Will Evolve" (December JADA) to be informative and interesting. However, the statement regarding the increasing acceptability of licensure by credentials fails to mention that litigation by dentists has historically been extremely important in shaping this issue.
Changes in licensing procedures have not resulted from the benevolence of state dental boards and the American Association of Dental Examiners. Rather, litigation by dentists has been one of the primary forces driving changes in licensure and will continue to be so in the future.
Purely legislative efforts aimed at correcting licensing injustices have rarely been productive without the threat of litigation.
